West Java is an Indonesian Province which has a high risk of climate change impacts particularly in terms of increased exposure from many natural disasters. A natural disaster occurs frequently in the West Java Province, making the region vulnerable due to the biggest population in Indonesia it belongs to. Children are the most vulnerable population facing climate change impact because their physiological condition is not fully developed yet. They have a low adaptation ability towards the predicted changes. Therefore, mainstreaming climate change adaptation for children into development planning is important. It is also critical in order to induce more effective adaptation program. This paper analyzes how far the current development plan in the West Java Province reckons child adaptation mainstreaming to climate change. Data collection methods used in this research are the secondary method through the related development plan and the primary method through an in-depth interview to the related government institutions. Based on the analysis results using a content analysis, the region has a potential entry point to mainstream the adaptation of climate change into the development plan, involving seven government institutions. The opportunity of entry point from the West Java development plan is found in Badan Pengelolaan Lingkungan Hidup Daerah/BPLHD (the Regional Environmental Management Agency) work plan. However, among these institutions, it is only BPLHD and the Health Department which almost fulfill all of the institutional capacity components to mainstreaming the adaptation of climate change for children into the West Java development planning. Therefore, both institutions are potentially recommended acting for initiators to induce coordination between the seven government institutions to mainstream the adaptation of climate change for children into the West Java development planning.

Climate change affects the uncertainty of oceanographic condition that has an impact on the marine fisheries, such as changes in fishing areas, winds, and extreme waves. As an archipelagic country, the majority of Indonesian cities are in the coastal area whose the community?s livelihood depends on marine fishery activities. Climate change impacts the coastal community who engages in fishery activities are now being vulnerable group towards climate change. This condition is also experienced by fishermen in Muncar District, the second biggest fishery port in Indonesia. It is necessary to enhance fishermen household?s adaptive capacity which is the key to region?s resilience. This research focuses on adaptive capacity assessment by formulating criteria and indicators based on the expert's theories review. The method that is used in this research is statistic descriptive based on a questionnaire which distributed to 120 households samples. This research also views perception of fishermen on climate change impacts and on how Local Government Units (LGUs) and Community Organizations (COs) support the increase of fishermen household?s adaptive capacity. The result of the assessment showed that 56% of households have „medium? adaptive capacity, 34% of them are in „low? adaptive capacity, and 10% households are in „high? adaptive capacity. The LGUs and COs gives a high endorsement to households to increase their adaptive capacity. The result of this study can be taken into consideration in formulating the strategies to enhance fishermen household?s adaptive capacity in order to realize the resilient fishermen households socially and economically.

Calculation of environmental carrying capacity can be done by various approaches. The selection of an appropriate approach determines the success of determining and applying environmental carrying capacity. This study aimed to compare the ecological footprint approach and the ecosystem services approach for calculating environmental carrying capacity. It attempts to describe two relatively new models that require further explanation if they are used to calculate environmental carrying capacity. In their application, attention needs to be paid to their respective advantages and weaknesses. Conceptually, the ecological footprint model is more complete than the ecosystem services model, because it describes the supply and demand of resources, including supportive and assimilative capacity of the environment, and measurable output through a resource consumption threshold. However, this model also has weaknesses, such as not considering technological change and resources beneath the earth’s surface, as well as the requirement to provide trade data between regions for calculating at provincial and district level. The ecosystem services model also has advantages, such as being in line with strategic environmental assessment (SEA) of ecosystem services, using spatial analysis based on ecoregions, and a draft regulation on calculation guidelines formulated by the government. Meanwhile, weaknesses are that it only describes the supply of resources, that the assessment of the different types of ecosystem services by experts tends to be subjective, and that the output of the calculation lacks a resource consumption threshold.

Based on the crunch model, the root causes of vulnerability to disasters include political, natural, economic, and social aspects. To target these root causes, there needs to be a focus on developing education as it plays an important role in increasing the capacity of an individual and a community. The Indonesian has prioritized the development of education and even allocated about 20 percent of its spending. In addition, the government has a social protection program that also affects the education, particularly for children namely Indonesia Smart Program (“Program Indonesia Pintar”). For this paper, Cianjur Regency was chosen as a case study for several reasons. First, Cianjur is the regency most vulnerable to disasters in West Java, particularly of floods and landslides. Second, Cianjur is one of the regencies in West Java with many social problems. The objective of this paper is to analyse the role of the Indonesia Smart Program in increasing the capacity of children to strengthen disaster resilience in Cianjur Regency. The PIP faces many challenges particularly in Cianjur Regency such as the accessibility of the beneficiaries to get the financial aid and the monitoring aspect of utilization of the money. The Indonesia Smart Program has an indirect effect in increasing the capacity of children in general. However, the effect of increasing the capacity of children in disaster risk reduction is relatively limited and indirect.

Indonesia is developing a new capital, Ibu Kota Nusantara (IKN), which is expected to become a megacity in Southeast Asia. Although promoted as a sustainable city integrated with tropical ecosystems, its potential impact on future temperature increases remains unclear. This study uses mesoscale climate projections with the official land-use plan and the SSP5-8.5 scenario to assess surface air temperature changes in and around IKN. The model simulated urban heat islands (UHIs) in the western and eastern parts of IKN, with the western UHI being strongest and slightly extending northward to rural areas owing to the southerly background wind. Results show that the global warming exerts a larger effect on temperatures than urbanization. Early nighttime temperatures increase by up to 0.78 °C from urbanization alone, 1.9 °C from global warming, and 2.54 °C when both effects are simulated in the mid-twenty-first century. Low wind conditions further amplifies the warming, especially in upwind regions. The finding provides critical insights for mitigating potential heat stress and refining spatial planning in IKN and its surrounding regions.

This paper will present an elaboration of the risk assessment methodology by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), Eurac Research and United Nations University Institute for Environment and Human Security (UNU-EHS) for the assessment of dengue. (2) Methods: We validate the risk assessment model by best-fitting it with the number of dengue cases per province using the least-square fitting method. Seven out of thirty-four provinces in Indonesia were chosen (North Sumatra, Jakarta Capital, West Java, Central Java, East Java, Bali and East Kalimantan). (3) Results: A risk assessment based on the number of dengue cases showed an increased risk in 2010, 2015 and 2016 in which the effects of El Nino and La Nina extreme climates occurred. North Sumatra, Bali, and West Java were more influenced by the vulnerability component, in line with their risk analysis that tends to be lower than the other provinces in 2010, 2015 and 2016 when El Nino and La Nina occurred. (4) Conclusion: Based on data from the last ten years, in Jakarta Capital, Central Java, East Java and East Kalimantan, dengue risks were mainly influenced by the climatic hazard component while North Sumatra, Bali and West Java were more influenced by the vulnerability component.
